01 / The problem
A stalled permit is usually a record problem first.
Permit records are fragmented across portals, emails, uploads, correction notices, and follow-up conversations. Teams often know a project is stalled but cannot quickly establish what is confirmed, what remains unresolved, and what should happen next.
The product challenge was to preserve the source record while making it useful: reconstruct the case, expose uncertainty, guide review, and produce a professional deliverable without overstating what the jurisdiction has confirmed.
